I can't place the lyrics and I can't come up with a hair metal band that used harmonica before the acoustic craze fo the late 80s. Could it be someone like Steve Miller? He used to tour with a harmonica player, then again plenty of bands have used one on occasion, even Springstten was Mr. Harmonica for at least one tour.

The other thought is, maybe it wasn't a harmonica, but flute. Jethro Tull would satisfy a lot of your description and hair band, sort of hard, etc fits them.
